Change TSV/BTF file handling in file reader plugin

Description

Datasets in TSV-files should be referenced via column label instead of index. Also, TSV-file names should be encoded as they are grouped, by unit string. This keeps the encoded file name short and makes line references robust against column order changes.
Also fixes related issues.
