Enabled fixed axis scale spacing feature

Setting the axis scale spacing (Axis title spacing) shall have the following effect:

• the spacing shall be the distance from chart border to scale backbone, regardless whether a title text is visible or not
• if the title text is larger than the spacing, the distance will be enlarged (no overwriting of title on backbone)
